I appeared before Steven Horn as a self-represented plaintiff in a small claims case at Van Nuys Courthouse East after months of documented, ignored attempts to resolve a straightforward statutory violation with a car dealership. I came prepared with over 30 pages of evidence and 21 exhibits. In my experience, Mr. Horn did not appear to have reviewed my case before the hearing. I was not given a real opportunity to explain what happened. He asked me questions that had nothing to do with the claims at issue, and when I tried to walk him through the facts, he repeatedly cut me off before I could finish. When the defendant made a specific factual claim with no supporting document, I asked the court to require proof — Mr. Horn denied that request. He then stated plainly that he believed the defendant. My claim had two distinct components, and in my experience he never substantively addressed the second half before ruling against me in full. I left that courtroom feeling embarrassed and humiliated, having never gotten a real chance to be heard. I am in the process of filing a complaint with the State Bar of California regarding this hearing. If you’re considering this attorney in any capacity, my experience was that he does not care about your case.
